When purchasing a 3 wheeled stroller, why would one want the front wheel to be fixed vs. those that move?

fixed wheel strollers provide more stability for jogging and rough terrain. If you are looking for a jogging-only stroller, I suggest a fixed wheel.
Most other 3 wheel strollers have locking swivel wheels for walking and jogging.
If you are looking at purchasing a 3 wheel stroller as your only stroller, I encourage you to consider purchasing a 4 wheel stroller for walking, trips to the store etc, and a fixed 3 wheel stroller for jogging.
The 3 wheels are longer, making it harder to turn them between clothes racks, and not all of them are designed with baby's comfort in mind.

Take the wheel off if possible and give it a good cleaning. Often these problems are caused by a bit of dirt or a small rock stuck inside it. After cleaning give it a spray with a mechanical lubricant. That by the way is EXACTLY what a repair center will do to the wheel. If that doesn't work the moving parts have become TOO well worn and the wheel needs replacing.

It's for jogging. People that use a jogging stroller like a fixed wheel because then the stroller cruises along in a nice straight line while they run. However, jogging or "fixed-wheel" strollers are not good for places like shopping malls :) hard to maneuver up and down aisles

I would NOT want a fixed 3wheeler...how does it turn? Sounds like if you were using it as a jogger and you went to take a lap...you'd have to stop...and reposition it. Seems awkward.

Its preference. What you are comfortable with. I go for safety and baby comfort also easy to get around.
