I don't know about "morally wrong," but why not simply "do magick" to counteract the evil . . not hurt the person?

There are much better ways to deal with a person you feel is malevolent. But first you have to SERIOUSLY examine your ethics, and you perceptions of the situation at hand. Binding a troublesome person from harming themselves or others would be a superior way then to just doling out the hurt yourself - do you really feel yourself to be in a position to judge?
And there are very VERY few instances when hurting anyone would be justified in my opinion - murder and rape are about the only 2 things I can think of; but still there are karmic repurcussions for those kinds of magick no matter what the circumstance. Even in those situations you'd be better off working to have the person caught and prosecuted to the fullest extent of the law.

i'm an atheist, so this might not mean anything to you.
maybe it's morally wrong to do magik to hurt someone evil, but there's nothing wrong with doing magik to stop or change said evil person, i guess if the pain is held to the minimum needed to teach the lesson, it's ok.
but consider if your view-point is objective and if it's really up to you to deal out punishments. if you think it is, no problem by me.

Christlike. Only God knows what is defiantly evil, so no from the religious standpoint. From the magikal stand its still no because you have no idea what protections the 'evil' person has and you may suffer what you intended the 'evil' person to. Better to give a good spell to them that they may reveal a growing.

Answer: It is morally wrong to practice the magik arts in the present age, because the use of magik is explicitly forbidden by the Word of God for our own good. We cannot be transformed through redemptive history into the image of God and at the same time rely on fallen angels for power... we either serve ourselves or serve God (the basic struggle of the human condition). Using magik is thus considered evil even if it is used for something seemingly good.

First show that the magic actually works.
If you are being cruel to an evil person then that is not morally justified.
If you are preventing someone from committing an immoral (evil) act, then that would be justified.

I would have to say yes it is wrong to hurt them, but there are better ways of dealing with that kind of person, binding for example, or another type of spell to cast out the negativity they bring into your life.
