Three things will grant you eligibility for the US Military:
- Citizenship
- Permanent Residence
- Green Card that allows one to work in the US

Foreign Student Visas don't grant it, unfortunately. However, if you stick around in the US long enough, you'll likely receive permanent residence anyway.

as long as you dont have a criminal record and you can pass entry level screening anyone can join. about half the guys in my platoon were not U.S. citizens. in fact my room mate came over from thailand to visit his family and joined the marine corps. a good recruiter can do anything.

I believe only US citizens can join the US military.
