I would say that it is EXACTLY as reliable as people who claim to have out-of-body experiences or encounters with angels, which is to say, extremely thin and unable to support the weight of scrutiny.

Evidence schmevidence. People in psychiatric wards claim to be Lincoln or Julius Caesar, or whomever. Somewhere along the line, a very pronounced "disconnect" occurred between these people and their perception of reality. Most times, it's an ongoing matter of needs not being fulfilled in their lives to such a degree that they compartmentalize reality and design mental substitutes to fill in what's lacking. Hence, reincarnation (merely intense instances of deja vu), claiming to be someone else from a "former life", talking to angels, etc. The times and culture we live in actually help to cause these self-delusions, what with the various forms of media and all kinds of environmental and social phenomena we're constantly exposed to.
My verdict? He read a story about the other guy from some source, and just needs some "attention".

Reincarnation is the explanation given to those who do not believe that there is a spiritual world where beings can give information outside of the bounds of the physical. Such information can also be gained using a Ouija board or other means. God forbids this because the ultimate goal of the entity is to draw you in with "facts and evidence" then salt it with lies and deceit. And you will not be able to tell the difference.
If you read the life of Shirley McClain, you will see how such events transformed her thinking. There are many other examples as well.

Christianity first taught reincarnation, until some joker decided he didn't like it. Read where Jesus said Elijah came back as John the Baptist at Matthew, Chapters 11, and 17.
They jumble the words around because they can't handle it. But the meaning is clear.

I believe in reincarnation personally and I believe that all of our souls are all one and that the division between us is only an illusion. I don't believe that any soul ever dies, but is reborn again. Energy, which is all we are, is indestructible.
