We had this issue with my daughter who's learning to drive,
My husband takes her out to practise.
Only our daughter needs to be insured to DRIVE the car. The person accompanying her has to be over 21 and hold a full licence.
At the moment her insurance is quite low but it will actually rise when she passes her test as she will then be able to go out on her own, instead if with a qualified driver.

As far as I know you would only need insurance for a learner if YOU were teaching them in your car. The fact that a qualified driver is teaching you in YOUR car might mean they don't need extra insurance. Your insurance company will be able to tell you, but do check, because if you have an accident and your insurance isn't up-to-date you'll be in bother before you can even drive!!
Edit: I also believe that the instructor needs a clean driving license and 3 years driving experience.

I don't think so, as a learner in the uk the legal minimum insurance is 3rd party, a passenger is a third party, I would check up the law somewhere better than this though, perhaps he must be able to take over? I know when I was younger it didn't matter but there are about 1000,000 new laws under this gov.t, can' t remember all of them!

No, the insurance automatically covers all passengers. However some companies specify over 16's only when you are driving. Ask your insurance company to be sure.

You will find that your insurance covers the passengers as well, but if you are in doubt then phone your insurance co, to make sure. If you are not insured for passengers then you could find yourself with a big problem if anything happened as the passenger would be claiming off you.

Insurance goes with vehicles, not with people. Any passenger in your car is covered under your insurance.
