No. It's just his little inquisitive mind at work! My son does the same thing. Just tell him no, that's not nice when he does it. Don't worry, it won't last forever.

my little brother did this too, and he did it in church and it took me a while to realize since I had a thick sweater on, so I know how awkward it can be.
Now my daughter does it,
I think it has lots of reasons, comfort, boredom, and besides, they love to look at hidden things. The bigger reaction you give, the more he will get a kick out of it.
I learned to redirect my daughter to my ear. I stopped saying anything when she did it, just took her hand and put it on my ear. Over and over and over, even in church :)
Eventually she just started going to my ear, mostly when she is tired, bored, or in a new setting. Now and then she goes back and I just say heey, and she moves her hand to my ear.
now this made my ear a comfort to her, but I can live with that!
Oh, and if it helps, my brother was not nursed and my daughter was,
it's all about comfort, and a little ownership of you.
Hope this helps!

Was he breastfed? Then the answer is probably yes. He'll start understanding your verbal commands soon. But right now, he's just a baby.

My daughter does it, and she hasn't been breastfed for over a year. I don't think it has anything to do with breasts. He's probably just looking to see what is down there. Does he pull up his shirt to look at his tummy?
That being said, you can tell him no. Its not appropriate for him to do that, and he needs to learn that.

Was he nursed by your mom?
It's likely he's just doing it because he's interested in what's in there...he's not trying to be nasty or anything like....he doesn't even know better. Just tell him no, I don't like that and move his hand. He'll get it soon enough.

It will pass, it is a mistake to make a fuss about it, to him it's a game he will soon tire of it, until he is much older.
