She can try. She needs to contact Social Security to set up an appointment. There are forms to fill otu and she will have one or more screenins with local doctors. It is likely that the first request will be denied. She will have an opportunity then to appeal. This is actually pretty normal, the denial-appeal thing. All in all, it will take some time.

Check out SSA.gov There is plenty of info on that site. The sooner you file for social security disability, the better. She needs to have doctor's documentation of the limitations to her physical ability. When SS approves a case, they pay retroactively to the time of application (up to a certain amount of time).
If she needs to, she can see a SS Disability lawyer who will take the fee out of the ss case if and when it settles. Check the website, there's a lot of helpful info. She may also be eligible for government health care. She needs to apply asap.

I wish her luck she should be able too but, we live in CA and my husband has worked in the same Industry for 32 years with a bad back since 1983 that of course progressively got worse then he wiped out both his knees in a dirt bike accident.He still worked until 2005 full time 12-18 hrs a day until he could no longer do his job. He is not a Candidate for back surgery. He has been waiting for two years to get SSI disability as his Union requires it for him to get a medical retirement from the Industry stupid huh? We have been turned down twice and one of those is with the help of a SSI expert we are now waitng for a court date with a judge we have been waiting for that for months. In the meantime my husbands medical was taken away also luckily I have good medical. He has no shown income he does work out of our garage re-building dirtbikes and works in pain everyday and is in pain management so has to take pills everyday which he hates but if he does'nt work what he can do we can't live on my salary alone. Sorry to ramble on but the state just likes to keep our money as do people's unions my hubby has worked his *** off since he was 18 years old. Tell your friend to have alot of letters from Drs to back her up when she files and if they deny her keep trying or get a lawyer. The state expects people to give up on their own money. If mine gets turned down again which I truly to God can not see how he could we are getting a lawyer. Tell her good Luck and not to give up it is her money and she certainly sounds more than qualified to be entitled to it. Also let me add my husband is not the type of man that wants anything for free he worked over twenty years with a back from a work related accident in 1983 to a back that is is completely ruined. I see so many many people out there that barely have any injury and guess where their income comes from?

Sorry to say this, i know it's not what you want to hear, but your friend would most likely be ineligible for SSDI because the problem can be corrected. SSDI is given for disabilities that can't be corrected. Inability to get surgury due to no insurance or ability to pay would not qualify.
