"Con" is a reserved word. It is a command which sets output to the computers monitor. If you were to name a directory "con", any commands you tried to use to access that directory or to manipulate files within it would be redirected to the monitor, and would not work. So Windows prevents you from being able to use it as a name.
There are other reserved words that you also can not use as folder names for similar reasons, including aux, dir, lpt, com, etc.

Con (which stands for console) is one of several reserved system names that cannot be used in naming folders or files.
Other words that cannot be used for folder or file names are:
AUX, COM1, COM2, COM3, COM4, LPT1, LPT2, LPT3, PRN, NUL
These reserved system names go all the way back to the early days of Dos where con was used for file operations such as copying.
(Note: There are methods to create such folders but it involves manipulating your operating system which could be damaging if done incorrectly.)

try this, create a new folder and try renaming it to "lpt1, lpt2, prn" and include your "con" also.
These are internal os device names so you cannot use them for anything else. This happens in XP so that there is backward compatibility for DOS
This is not a glitch. I'm not sure if this is there in VISTA.

Its not a glitch....
CON is a tunnel, like PRN and NULL they are used in the system to point to output for old dos programs
at the command prompt you can put dir >>con and it displays on the "con"sole
same command with PRN will send to a locally attached printer
same command with NULL goes nowhere...
So simply, cant name it con cause its a system pointer...

right click where you want to create the folder... from the drop down list click "create new", then over to folder... when the folder appears, you can simply type a name for it, then hit enter... there's your new folder

it was very odd to have tried this and it not work...never realized. anyways...you can either put an extra character in the name or put spaces between the letters and that will work.
ie.

or
