Let who is handling the child support collection know that there should be an income tax refund that can be intercepted (if they don't already know this). They would be the ones that would handle it. You can't do it on your own.

Contact your local child support enforcement agency. They're the only ones who can initiate that.

You don't do it yourself. Talk to whatever agency in your area enforces child support. If the support is in arrears, they should have already done this.
