I was going through a change in my life and needed a break from relationships and brushed off this guy who was really interested in me. Now, I can't help but constantly think about him. Why am I feeling this way and how do I start talking to him without losing some credibility?

sincerely apologizing after a spiteful riddance has seemed to work for many people around me. Might I suggest you open up to him about your feelings and intentions/motifs for brushing him off and why you're wanting to keep in touch with him; fallaciousness can be doubted if you're honest about it.

I've felt that way as well when I've told somebody to get lost, but didnt have any regret in doing it because I didnt feel any attachment to them. If I did, I would analyze how it came up to it and why it did it. Personally, I try working things out and if after multiple tries it doesn't work, let them go, no regrets. ( to the day, I've come to acknowledge I have too much self-respect and dignity to be an emotional doormat for such person)

A lack of accomplishment can be cause for your feelings, perhaps. Or maybe attachment?

I tend to think this is a classic example of "The grass is always greener on the other side of the hill" syndrome. Best advice I have is this: go tell him you are sorry but you weren't in a position to get involved with anyone before, but you were always interested and put the proverbial ball in his court.

You told him to back off, well tell him to come back. It's okay to make mistakes, it only becomes a problem when we can't face the consequences of your choices. Be true to yourself, if he'd felt anything for you he'd be more than glad to have you. But don't expect it to happen overnight. I hope you are ready to be told of to! Be patient though guys are like that.

You start with an apology, and go on from there.
