Has the environmant changed? Have any companies left the area that were a major source of your clients?

Come up with a gimick. A funky dog that can be special to your cart. Something that represesnt the area. Or maybe "state specialties" Take the top 5 hotdog states and make their signature dog. Lunch special - dog and a coke $2.50, something nuts, that can't be passed up.

No offense intended - Is your cart as clean as it could be? Is it dented, as the "sneeze" guard all scratched up? Remember, customers first shop with their eyes, then thier mouths. Make the cart more alluring and the customers will come.

The onion idea is tops. It is hard to resist the smell of frying onions. If you have only a steamer cart, think of ways to cause an aroma in the air.
Also you could create punch cards for returning customers, 10 punches get a free soda, or 20 punches for a free meal.
Post signs with a "ask about our free lunches".
