If you subscribe to evolutionary theory, we were once hairy apes. Even if you only follow man back to Cro-Magnon times, he was a hairy creature.
This provided us with warmth and protection prior to the development of clothing.
As man has (supposedly) evolved, he has adopted clothing, and lost his hairiness.
In theory this would suggest that less hairy persons are more highly evolved :)
So to answer your question specifically, hair on your behind is an evolutionary artefact.
