Because you don't wash the feces from your bum properly after defecating. Toilet roll only is not effective.The bacteria causes spots.

It cos that area is contained in clothes all day and in warm, sweaty areas, bacteria thrive and cause spots. Trying washing the area twice a day, changing pants twice a day if you are hot and sweaty. Exfoliate the skin and wear cotton underwear. Its not an uncommon problem and really just requires better hygenie. Thongs can also create spots if they are sweaty and rub against your bum.

Because, unless you are very liberated and are taken to nude sunbathing, that part of the body gets no sunlight but your face does.
Sunlight and fresh air is the cure!

try to exfoliate them to make it less obvious.

are your pants made of bacon? I had a similar problem and switching from bacon to beef pants seemed to solve it
