Sea Bass are structure-oriented fish, (at least they are in FLA). "Sinker-slide" riggs near jetty, reefs & general structure should work fine.
Small live finger mullet, small pinfish, live & dead shrimp, "cut-bait", & squid will work good for bait.
You will need a "sinker slide", swivel, lead weight,small circle hook 1/0 & a 14-18" leader of fluorocarbon, (like Berkley "Vanish").

A high-low rig is usually best for sea bass. Tie one hook leader about two inches above the sinker, and the second one 18" above it. Of course, the best fishing spot for four-pound sea bass is fishing on an ocean wreck. Rarely can you catch a big sea bass near the shore.
