Discreetly excuse yourself, ask the first secretary you see outside the meeting room for a tissue. They are always prepared for just such an emergency. Make sure that from then on you always carry a handkerchief or a small packet of tissues with you.

Perhaps you have something else in your bag that can substitute for a tissue or you can ask someone if he/she has a tissue he/she can give you.
You can go to a restaurant, cafe, bar, etc. and also ask for a napkin (this is a good substitute for a tissue) and last, but not least, a trip to the Ladies Room where you can find toilet paper that can substitute for tissues.
However, 99.9% of the time, I have tissues in my bag.

pretend to snezze and if your with good people they will offer you a tissue or some one else might but if they dont just excuse your self to the bathroom and do not wipe it on your sleve evern though the person ur with may not see it some one else might and think that you are a dirty person

You say " Excuse me .. I have to go to the toilet " .. then you go to the nearest toilet ... wash your nose .. and I hope you will find some tissues in there ...

You should always carry a hanky. However, in this disastrous predicament you should go tot he nearest shop and buy a tissue
