Talk to her about things you have in common and about herself. Also, ask questions that will get you more than a "yes" or "no" answer. Heres an example: "So I know you really like ACDC, I was thinking of downloading some of their songs but I was wondering which ones you think are their best?". I wouldnt ask her out on your first phone conversation. Maybe the second. Use the first one to feel her out and make sure shes interested and at the end of the phone call say something like "well I gotta go, can I call you tomorrow night?" If she says yes your golden. well since you've been flirting with her for a while, you must know what she's into. Music, movies, hobbies, etc. Try to learn a little bit about her interests and discuss them with her.
I know it sounds kinda lame, but write up a list of topics so that you won't run out of things to say while you're on the phone with her. Also, ask her questions about herself, it shows that you're interested.

what you do is when you call her say hi how are you? in an excited voice so it excites her back..when your voice tone is low and nervous it makes her nervous...ask her about her day or night like how was your day and then tell her briefly about yours like yah i just chilled and hung out with my friends for a bit or whatever...than try to start a good conversation about something you have in common..after that say it was nice talking to you we should hang out sometime you seem real chill...you don't need to spit game just be yourself...be confident..that is very attractive in a guy don't show her you were sweating out to call her be relaxed take a deep breath before you call her and pretend your talking to your friend over the phone about something exciting..goodluck

Try the bascis to start~~~~~~~~~ Hi ! How are you!Then ask her how her day was, go with the flow and when you feel comfortable then ask her, Would you like to go out with me on a date? what's the worst that can happen, she'll say NO.
Just dont talk about ex girlfriends or negative things ITS a turn off.

As a girl I can tell you that she is probably just as nrevous about talking to you and is probably waiting for you to make your move. I would be confident (but not arrogant) and call her. And just ask straight out. But be romantic, girls love to be wanted.
