Yes there are laws against copy right piracy, and it is the copy right RCAA, agency that is enforcing the laws
Last one I read about the culprit was find $75,000 last month, the fines rang from $10,000 up to $150,000, and jail time...
They are now warning people that are download music, video's, movies and software over the internet, while downloading,
Several people on Q&A here have said that they have had warnings and should they take notice of them, my reply to them was
"Only fools ignore warnings"

Yes. Enforcement depends upon your location. Interpol has been involved in some cases, as have local and federal law enforcement agencies of various countries.

The BSA (aka MS Gestapo) often does a lot of the enforcement usually with help from law enforcement agencies (police, etc).

Recording companies RCAA, are in fact suing kids and parents for big money for downloading illegal songs. Mainly targeting campuses like UC Berkely was busted recently.
