Don't give them money and try to get rid of all homeless assistance programs in your city. DC has a huge homeless population because of all the available goverment assistance programs DC offers. Seattle and San Fransisco has huge homeless populations as well! Be nice to homeless and give them food and clothes, but nothing else. If you look at them, most of them are able to work, and there are plenty of jobs available for them in construction, business runners, subways, city trash pick up, facility services, etc.

Stop electing Conservative ( ?) Administrations that actively encourage the flight of good American jobs to Third World countries thereby creating an increasingly larger beggar class of Americans including families with small children
Conservatives may love America but they hate the American worker because providing wages and benefits for the American worker has a negative effect on the only God that Conservatives truly worship ,which is the bottom line

Never give them money...if you want to help, offer them food...if they take it, they usually need it, if they don't want it, they're not asking for food money.

A better question for you to ask would be what to do about the HUGE POPULATION of homeless people in Washington DC .... They're FAR more agressive than the homeless in New York and there's a much larger concentration of them

Sorry if this sounds cruel but the best way is not to give money. If someone really is needy, maybe water or food might help, just to show we really do care.

This is older imformation and,sorry I am not a US.citizun.
on 1988,I was looking for info for my graduation thesis,(social welfare(and politics),so my point of view is welfare)
I found a data for NY's homeless people.
on '60's,president (I will avoid to write name directry,but you may know)made a mistake for people having mentally-illness.He reduced psychiatry hospital and his plan was
make them live in town.with help.But help was not prepered.

Then they went homeless with no help for illness.
After my childish thesis on 1988,Maybe politisian after JFK(oops)tried many things "welfare"way.
So,way to solve must be diffrent now,I post this one mistake last long and having big effect.

I wonder why you say race or something....I am a Japanese and having no god with our culture backgrownd,sadry sometimes it make me feel relieved.

Those of us from a city know it's a big scam. Sure, some are actually down and out, but if we give them money, they'll keep asking for more. I like this saying..."If you give them a dollar, they'll ask for more. If you teach them to work, they'll never be poor".
