I manage a business with very extreme business cycles - the summer and holiday months are very busy where the fall and spring months are very slow.
I have 4 assistants who all need hours.
-One is the former manager who stepped down to a part time role when I took over. He doesn't want to work weekends and prefers to not work nights. He's been with the company for about 10 years.
-One as hired as an assistant about a year ago after having worked for about 6 months as a regular crew member. She mainly wants to work weekdays but will work some weekend days and nights. She is also pregnant and will be going on maternity leave in 2-3 months and I don't know if she plans to come back after her baby is born.
-One was hired from the outside about 4 months ago when I was in a tight situation. She was hired for 25-30 hours per week.

-One has worked here summers and holidays for 3-4 years. She just graduated from college but will be working here for now until she finds a job within her career and then may continue to work some nights and/or weekends. Currently she has been here since the beginning of June. She is generally very flexible and will work when needed (the same applies for the third manager).
All 4 of these managers are hourly employees and they all make roughly the same amount (except the first makes about 50% more).
Now that we are in a slow season, I do not have anywhere near enough hours to spread among these managers to keep them all happy.
Given the information above, who should get priority on the hours.
