I've already submitted the application and just received a call from the Navy this morning. I'm qualified, but now I'm still living in Louisville, KY and going to move to Philadelphia, PA soon. Can I go to the recruiter in Louisville, KY to be tested before I move to Philadelphia? If I get into the Navy, can I leave my car at the recruiter while I'm on the ship? How long do I have to stay in the Navy to get paid to the college? After my college graduation, can I go back to the Navy to be an interpreter or a foreign-language educator?

lots of questions here:
No, you may not leave your car with the Recruiter, he is not in the business of storing vehicles. You might be able to bring your car with you to A school, depending on how long it is, and you will need one when you get to your first Duty Station, unless it is overseas.
You must pay into the GI Bill for a year, and then serve a second year ,before you are entitled to the benefits of it. Tuition Assistance will be available to you as soon as you hit the Fleet(after all training) but in many cases you will not be given permission to take any classes until you are qualified in your rating on the ship. If you fail a class, you will be paying for it. Books are not provided with TA. The GI Bill can be used however you like as long as you are enrolled in college.
If you separate to attend College, whether you can get back will depend on several factors.. your RE code when you got out, what your rating was, whether they will let you back in at that rating or make your cross rate and whether or not the Navy will even accept Prior Service.
The Navy has one rating that interprets: CTI. Minimum requirements are US Citizenship and a minimum score of 100 on the DLAB. Most Instructors at DLI are civilian native Speakers, VERY few uniformed personnel stationed there as staff.
At the end of your enlistment, the Navy will move you back to your Home Of Record. English is the only language spoken in the workspace.
Yes, you must past the ASVAB to get in. you need a minimum of 35 if you have a High School Diploma, and a 50 if you have a GED. what line scores you get will determine what ratings you are eligible for, as well as other factors such as citizenship and normal color perception.

First, No you can not leave your car with the recruiter, unless you want it to be stolen or sold to some one else.
Second. The test for the ASVAB can be taken anywhere and if you are moving to PA, then I would suggest that you take it overthere, that way you won't have to deal with the recruiter there in KY.
Your enlistment is for four years, however, you can take a PACE classes, which is like an online course that they will give you a tuition assistance for on ships, the only thing you have to pay is books. But you have to make sure that you pass all the classes you take or you have to pay it back. Once you are done with your four year enlistment and out of the navy you can go to the VA and take the GI bill to go to college.
However you have a program in the navy that is called Seaman to Admiral program, where you are taking classes while you are enlisted and then when you get your Associate degree, you will be sworn in as an officer.
After you are finished with college, you can get a job as anything if you want to work for the government.

when are you leaving for boot camp?
why are you moving... if you're joining the navy?
i don't think the recruiter will hold your car for you. IF you wind up on a ship, and not shore duty, you may be able to get your car after a-school.
the amount of money you get for school is contingent (i believe) on which part you used, as well as your contract (how many years you signed for, what you're getting in return).
As for re-enlisting after school, why not go to school while you're in the Navy... or trying for OCS?
Good Luck!

yes, you can go to the recruiter in Louisville
No, you can't leave your car at the recruiters.
I believe 6 years, but it all depends on what you go into.
and I don't know.
you could possibly consider NROTC if you want to attend college...
good luck
also, you have to attend RTC [boot camp] for six weeks
and have you taken your ASVAB?
you should probably talk to your recuriter a little more.

HA! papito mentioned "mister meaner" It's misdemeanor dude. I suppose it is lovely dubious that you can be in a position to get in, however your first-rate wager is to head speak to a recruiter. I realize plenty of the offerings have stopped doing "waivers", particularly ethical ones, correct now because of assembly recruiting quotas for the yr so dang early. Good success.
