If you say it, he will feel obligated to say it back to you or else feel like a bad person. If you say it and he isn't ready, you will have a very awkward moment in your relationship. I don't think you would lose anything to wait until near engagement or after to start saying it.

how old are you? Not that you'd be too young to be in love. I hated it when people used to tell me that. But neways its nice to express how you feel, and confirming a mutual love can really send you sky high with happiness but more importantly, it is an action. So go ahead and express how you feel if you are sure you love him, but there are also different types of love, so dont do anything stupid because love takes time to grow and mature and you dont want to imply marriage or anything like that.
find the song "something stupid" by frank and nancy sinatra. Its a classic that my boyfriend and I have cherished for years now....its funny since it talks about how saying "I love you" actually ruins the moment lol....here are some lyrics and a weblink below if you wanna hear it.
The time is right your perfume fills my head......
The stars get red and on the nights so blue......
And then I go and spoil it all by saying
Something stupid like I love you

Don't say it. Say that you think about him often or that you really enjoy spending a lot of time with him etc. and gauge his reaction to all of these things. If he seems genuinely exhilarated by your comments, then he probably feels the same way and you can make your move. If he doesn't love you back, he's probably going to want to get out quick for fear of having a clingy girl clawing at his freedoms.
If you wait for a few months, he just might say it first.

when you write him an email or text write
eye luv ya'.
and see how he reacts. then you will know. it is not coming right out and saying i love you. it is spelled differently. if he feels uncomfortable he WILL let you know of it. and if he asks just explain to him you meant it subtly, not super lovely dovey. saying i love you vs. eye luv ya' are kinda different.
worse comes to worse you can tell him, "i love you" and if he doesn't say it back to you, then you know he doesn't feel the same way. he is not going to fly off the handle. if he doesn't love you he won't tell you. if he loves you back he will say so. i love you is very powerful. a very potent message to another. be careful. maybe you can use other words right now. some guys think that saying it is a taboo. you can tell him you love him in another way. show him. conguer up some ideas. if he has any sense in his head he will see you like him and then you guys can move onto the next step of the i love you's. it takes time. don't rush it. there will be plenty of time to say it. if you jump the gun and he doesn't feel it too, you will be very hurt, and imbarrassed. take it slow. it will come. being patience has its benefits.

the best way to aproach this situation is to say '' i love you'' and if he is going to say it back most of the time it will be with in three or four seconds and if he doesnt say it back say. '' i understand that you might not have the same depth of feelings for me as i do you right now, but thats ok everyones heart grows at differant times and mine just happened to grow a little faster. As long as you are ok knowing that i do love you nothing will change

Let it happen spontaneously. Not at any particular time . . just when you are together, havin' fun or something. Maybe when he does something really nice for you. Just look him in the eye and say with a smile "I luv you"

Just try to give him subtle hints like saying that you have gotten very great feelings for him over time

Don't say it until he tells you that he loves you. Once you say it, either they get scared or you give the the upper hand. It is best to know that he love you first.

well maybe just tell him that you like him alot. and he may not think the same way back yet... but he might later in your guys' relationship... you never know he may like you as much or even more than you expect and all this worrying is for nothing:)

Just say it as badly as you write and he'll know that the speed at which you move is not your biggest problem.
