Generally that'd be mechanical or electrical engineers, although there are also robotic engineers, "automation" engineers, and a variety of others.

Really the answer depends on what the robot does. The industrial robots used in all types of mass production (such as the welding or painting robots in auto manufacturing) tend to be groups of mechanical and electrical engineers. However, these guys tend to be mostly robotic arms, claws, etc., and don't look much like the Hollywood version of a robot.

"Asimo", the Honda robot was designed by a group of mech and electrical engineers.

The MIT robotics lab designs a lot of robots with "humanoid" features, which is what lots of people think of when you say robots - there's a link below. You can read the lab's bios to see where then came from.

Automation engineer, Mechatronics engineer (combination of mecha(nical) and (elec)tronics). Although I don't know of any schools that offer a degree in either.

Mechanical engineers can build robots, so can electrical engineers. However, either of these groups on their own probably would not build a better robot than a group containing a variety of engineers. Good robots are a combination of mechanical systems (actuators, structures, etc.) and electrical systems (control systems, feedback sensors, circuitry, etc.). It would be difficult to optimize either system without knowledge from both realms.

This really depends on what part of the robot you mean... the hardware could be an Electrical Engineer, and the software would probably be a Software or Computer Engineer.
