how come they don't just say by the way.. i know it's the whole british thing, but i don't understand the phrase...

i've heard it in a lot indian movies and indian shows, you when they give speech and "by the by we have so and so.."..

As you correctly said we, Indians are using the by the by and so and so often. It is copied language phrase from British people and as such there is no special meaning for that. It is a colloquial mixture of words and by practise we are using this type of words. I have never heard any Indian saying "by the by" instead of "by the way". As a matter of fact, Indians speak much better english than people of other nationalities who come abroad. So not sure where you heard that, my friend.

I've heard people from Wisconsin say it, and they weren't Indians or British.

It's not just Indians, many British folk, albeit perhaps older people, commonly use this expression.

by the by is what we used if we get stammered or we want to interfere in ones speech. It does not have any meaning we use it as an helping words.

Where the hell did you find out thats what they say? i never hear the talk but grunts, and a overstressed letter in words.
