I believe the verse to be speaking of satan. he changes times in the sense that in the last days, many children of the devil will mock the prophecy of the return of Christ; compare:
"3 Knowing this first, that there shall come in the last days scoffers, walking after their own lusts, 4 And saying, Where is the promise of his coming? for since the fathers fell asleep, all things continue as they were from the beginning of the creation." - 2 Peter 2:3,4.
he changes the laws by seducing people to think there is nothing wrong with lawlessness, speaking of the end times in Matthew 24, we read:
""Because lawlessness is increased, most people's love will grow cold." - Matthew 24:12.
also relating to the last days lawlessness 2 Thessalonians 2:
"Let no one in any way deceive you, for it will not come unless the apostasy comes first, and the man of lawlessness is revealed, the son of destruction, who opposes and exalts himself above every so-called god or object of worship, so that he takes his seat in the temple of God, displaying himself as being God." - 2 Thessalonians 2:3,4.
Also in Daniel 7:25, the phrase "he will wear down the saints"; points to satan and the last days, a cross reference to this is in Revelation:
"It was also given to him to make war with the saints and to overcome them, and authority over every tribe and people and tongue and nation was given to him." - Revelation 13:7.
the 3 1/2 years or time, times, and time and a half, (time = literally year) also are directly related to the 1,260 days (3 1/2 years) we read of in Revelation 11:3, 12:6 & 13:5
much more can be said about this verse in Daniel, that space here does not permit. But in short, the passage is speaking about the great apostasy in the last days.

To answer this question, one must first understand what the book of Daniel is about. In this chapter of the book of Daniel, the prophet has a dream. The part of the dream that describes verse 25 is referring to the antichrist who will rise up during the time of tribulations.
Verse 25: "And he shall speak great words against the most High...." Translation: The antichrist will blaspheme God greatly.
"And shall wear out the saints of the most High..." Translation: The anticrhist will persecute the children of God.
"And think to change times and laws..." Translation: The antichrist will create one world government, one world religion, and one world currency. He will more than likely institute a state of global martial law. He will affect the many laws in the world and will thus change times.
This book is prophetic - meaning it contains prophecies that are also spoken about in the book of Revelation.
It is not "someone has changed times and laws" because this particular event has not happened yet.

Daniel 7:25 He shall speak words against the Most High, and shall wear out the saints of the Most High, and shall think to change the times and the law; and they shall be given into his hand for a time, times, and half a time.
It's a prophecy about the end times and THE anti-Christ. Time, times and half a time refer to 3 1/2 years or 42 months.
Revelation 13:5 And the beast was given a mouth uttering haughty and blasphemous words, and it was allowed to exercise authority for forty-two months. 6 It opened its mouth to utter blasphemies against God, blaspheming his name and his dwelling, that is, those who dwell in heaven. 7 Also it was allowed to make war on the saints and to conquer them. And authority was given it over every tribe and people and language and nation, 8 and all who dwell on earth will worship it, everyone whose name has not been written before the foundation of the world in the book of life of the Lamb that was slain. 9 If anyone has an ear, let him hear:

Daniel is a book of prophesy I believe this is talking about the time of the tribulation and the Antichrist. the time is three and a half years. The one changing the laws for a time is the Antichrist who will rule during the time of the tribulation.

Yes and this prophecy desribes the early emperors and catholic priests of Rome.
They changed Passover to Easter
Saturday Sabbath to Sunday worship
And many others.....

Are you referring to the sabbath?
I spent roughly two years studying this. I used dictionaries, calenders, and numerous commentaries in addition to scripture. I agree that your assesment is the correct one. Honestly, many Christians can agree, the question that should be addressed is "How can we turn it back"?
