It could be a polite way of saying they don't want to go, or it could simply mean they have already made other plans, can't get there ... anything at all.

If you are keen on that person attending your party, you could let them know that if their plans change they are welcome to come along anyway.

But don't put your expectations on it!

Instead, have a good time with those who are able to attend :-)

No, not at all, they may already have plans for that night. Now that it is the end of the summer people are trying to fit in a lot of social outings while the weather is still nice.Just last week I was asked to go to the lake to visit some friends and a dinner party (same day and time) But could not go to either cause I had some painting to do.

it could mean tons of things. one being they just flat out cant go, they are putting it in a simple way of saying i dont want to go, they are busy, or just want to stay in and relax. there really is not a way of finding out why. but you can strike up a convo with them by saying something like so did you do anything last night (when your party was the previous night) or if you two are really close just ask why. a lot of people ask me that lol...hope that helps

I doubt if it mean that they do not want to go. I would never say that I couldn't go if I didn't want to - I would just say that I didn't care to go but thank you for the invitation.

It means they can't go. There is no way for us to know without knowing the person or his circumstances. It's not worth fretting over.

No sometimes it means "I can't go"
Your life will be a lot easier if you learn to accept polite fiction rather than pressing for gory details
