First of all Bredan is horribly wrong. Out of bounds is always a one stroke penalty and you must play the new ball in the original starting point before being hit out of bounds. There is not different kinds of out of bounds is golf.

A staked tree is one that may need wires or special braces to help it grow. If it is "staked", that indicates that the golf course doesn't want you going near it, in particularly hitting it with a club during the course of a swing. There is no penalty to drop away from these stakes and should be played as ground under repair.

If you play by the rules it means that if an out of bounds area is staked.. then you drop the ball about where it went in and it will cost a stroke. If you go out of bounds and the area is not staked, then you shoot 3 off the tee.
