assuming this is one of the big three credit agencies, I've heard that they do this when there is conflicting information in the file [two different addresses, for example] and so they want positive ID before they send out anything.

make sense?

normally, they ask you a series of questions to view your credit report with each agency.
annualcreditreport will facilitate a free credit file so make sure you go there and no other website!
It sounds like you DIDNT pass the series of questions asking about what's on your credit file. Like where you lived, what accounts you have, where you worked, etc.
If you have a security freeze then you need to call them
they also have a 1800 number that you can request a copy or you can fill out the form and send it by mail.

You didn't pass their security requirements. It is common. As long as it is through a reputable agency it should be fine to send your information. If you have one ounce of concern go get your report through the reporting agencies themselves. You get one free a year from all 3.

Spock is right - usually an differing address or even phone number issue
