A Sheepherder used a Rod/and or Staff to move and control sheep. In Hebrew, it's translated as the same word.
Using the rod helps move and guide a sheep, and a child accordingly in the metaphor.
"The Lord is my shepherd, I shall not want; He makes me lie down in green pastures. He leads me beside still waters; He restores my soul. He leads me in paths of righteousness for His name's sake. Even though I walk through the valley of the shadow of death, I fear no evil; for Thou art with me; Thy rod and Thy staff, they comfort me. spare the rod and spoil the child. Dont joke around with yahoo answers. It insults out intellect. it more of means, if a child isnt shown something is wrong with a clear concequence then he will become spoiled and such.

Children without discipline are spoiled - and usually act that way. Discipline doesn't need to be violent - it can be done in many ways.
Spare the rod (discipline, instruction, education, etc) and spoil (ruin) the child.
It's all about learning to grow up and be a responsible, self-sufficient, contributing member of society - instead of a whining, self-indulgent, poor me drain on society.

It is an admonishment to parents to discipline their children.
I do have to say that while it might be true that the rod is better than no discipline at all, parents who reach for the rod first without trying other more socially/emotionally helpful methods of discipline are still slackers in my book.

That phrase isn't in the Bible! The Scripture actually says, "He that spareth the rod HATETH his son." It means that if you don't CARE enough to punish your children with spanking (NOT BEATING) when necessary, they'll not understand the importance of doing right and grow up to be disrespectful of authority and etc.....

Rules, boundaries and limitation...and when they are broken, there are consequences.
When parents love their children, they give them rules, boundaries and limitations. They (parents) follow through.
When they don't care...or are too busy to care...then, children get to do what they want...when they want...where-ever they want.
