Is the boxer the strongest dog? Because, my friend has a male, and she said that hes 95 pounds all muscle. And she said that there the strongest dog breed, and also the second smartest, next to the German shepherd. My B-F has an English mastiff and a bull mastiff, and they both look Allot bigger then the boxer. If the boxer isn't the strongest then what is? If there not the smartest then what is?

As a breed,look to the working dog classes for pure strength. A Greater Pyrenees or a New Foundland would be a contender. The Mastiff might be in that group,too.
But I'll bet dollars to doughnuts that the strongest individual dog is a mixed breed of some sort. Mixed breed dogs have the advantage of natural selection going for them.
As to intelligence the poodles probably take top prize for intelligence or perhaps the new mixed breed called Labradoodles. The are a deliberate cross between standard poodles and Labrador Retrievers,breed to be guide dogs or to perform other service animal jobs. It is hoped that they will combine the Poodles intellect with the loyalty and desire to please that the Labs exhibit to become the ideal service animal.
