Perms, when well taken care of are great. Just make sure you get someone who knows what they are doing, you don't want to end up looking like a poodle. Some of the best ways to take care of your perm is going in with healthy hair, the perm will take much better that way. Also after the perm get your self a good frizz serum, moose, and a diffuser for your blow dryer. When you get out of the shower scrunch your hair in a towel and run the frizz serum and moose through. For great ringlets rap your hair arround your finger and gently dry with a defuser.

Pros - when done correctly a perm can add a lot of body to your hair & allow you to try hair styles that wouldn't work w/ your natural hair texture.
Cons - the smell, the time & money involved, the 10-15 days it takes for the perm to settle down, the need to learn how to style it & work w/ it if you've never had one before, the need for conditioners, etc. to keep your permed hair from drying out.

i've had several perms now and i love them. i get the loosest curl, which is actually more like a body wave. even with the perm, you can still blow dry and straighten your hair like normal one day, and wear it curly the next. you do have to take care of your hair when it's been permed to prevent it from becoming weak.
another styling tip; don't use moose or gel when styling the curls. use a hair cream or serum to prevent the crusty look that moose will leave you with.
