I "think" it means that they are fooling themselves by trying to make it look like something else. The words that come to mind (u can look them up) are Rationalizing or Justifying. U can look these up on the Microsoft Word's Thesaurus too if u can't really get the meaning of these words.

The quote you are asking about points out that people often don't think, they just reshuffle the beliefs they already have. They confuse this reshuffling with actual thinking.
