She probably needs her anal glands expressed. Your veterinarian or groomer can do it, or you can do it yourself.
Here is a good website which explains everything about it and shows you how to do it if you'd like to do it yourself.

my dog does the same thing and the vet said it was because of his anal sack, he's a scottish terrier it usually happens when theyre small dogs (sometimes) and when they get old, cept he had to have a surgery for some reason on his butt because of something lol, i dont think yours would tho, i have heard t get rid of it or make it better.... you can stick youre finger up the dogs but to pop the anal sack because thats why they do it it needs to get popped lol

This is almost always from full anal glands. Rarely is it a sign of worms. Your vet tech or groomer can take care of it easily.

She may have worms, her anal glands may need to be drained, or her butt may just itch. My first action would be to take her to petsmart to get groomed and make sure you ask for her anals to be done. If it continues, take her to the vet just to be safe.

get her wormed. this action is usually associated with internal worms. I would also get her checked for heartworms and get her on a preventative if heartworm check is negative. Better safe than sorry.

Worms! Take her to the vets to get deworming medicine. She'll poop them out, I believe.
