The best FREE video editing software is Movie Maker, and it comes with Windows XP already. I think it comes on Windows ME too.

From what seen while using it, Movie Maker is actually pretty good. Check it out if you have those operating systems. I don't know if you can get it as a free download from Microsoft or not. Maybe.

When you step into software applications that you have to buy, the best application for video creation is Adobe Premiere, as far as I'm concerned. But while I consider myself more than a novice at non-linear editing on the computer, I am sure there are many professionals that would recommend something more expensive and more powerful than even Premiere.

MAGIX Movie Edit Pro 12! It's not free, but it's affordable. It was like $30 in BestBuy. You can download the free trial. (On Amazon.com, you can buy it for $15.)

I think, MAGIX Movie Edit Pro is a lot better than Adobe Premiere. Movie Edit Pro is way beyond the needs of the vast majority of casual video editors. But for the adventurous or more advanced user, it brings hugely powerful and versatile editing tools straight to your desktop.
