It's not illegal to own a fully automatic gun. However if you are asking how to do it yourself, I imagine you aren't licensed to do it. There are few people who are. It's worth the money to buy a legal gun. The consequences if you are caught are pretty extreme.

What type of gun are you looking for? I would not suggest making a gun fully automatic here in the United States. If you are caught you will have severe penalties.

I would recommend just buying one. Often altering it yourself can decrease the quality and lead to other problems. I'm not sure what practical purpose having one would have though.

Machine guns ARE NOT illegal to own in the United States if you take the proper steps and live in a state that allows ownership of them.
Converting your made after May 1986 10/22 to full auto is illegal for a couple of reasons:
1. It was made after May 1986. All machine guns that are legal for civilians (us) to own must have been converted or built and put on the NFA registry before May 1986. The only people who can possess a post '86 machine guns are law enforcement agencies and dealers. The only people who can produce machine guns currently are SOT manufacturers.
2. You must be 21 years old to possess and own a machine gun.
3. Even if you could build one it must be registered with the ATF and you have fill out paperwork and pay for the $200 tax stamp.
Lastly the Atkins Accelerator was deemed (stupidly I might add) a machine gun by the ATF and were subsequently banned. All it did was make it easier to bumpfire which is just extremely rapid semi auto fire.

OK, You can buy and download instructions on the net for about 10 bucks. Usually you will have to modify a internal component yourself.
After you modify the gun to be fully auto then you need to TAKE OUT THE PARTS THAT YOU MODIFIED and only put them in when you want to have a little fun. Just keep the stock parts in 99% of the time : )
You can also learn something called "bump firing" which requires nothing but one finger to simulate auto fire.

You know that having a fully automatic weapon without the proper permit is a federal crime, right? you need to contact the ATF and find out which forms to get. It's going to cost you a minimum of $500 for the paperwork, and then the kit is going to be expensive, too.

I believe it is a federal offense to alter the sear of a weapon to allow it to become fully automatic. You have to have a Class III Federal Firearms license to possess a fully automatic firearm.
