Revelations 17/18 describes the fall of Religious Babylon.

Babylon was later the capitol of the empire that cruelly conquered Judah. “Babylon, to them (the Jews), was the essence of all evil, the embodiment of cruelty, the foe of God’s people, and the lasting type of sin, carnality, lust and greed.”

To those familiar with the Old Testament, the name Babylon is associated with organized idolatry, blasphemy and the persecution of God’s people.

“In John’s day Rome epitomized all the antagonism and opposition to the Christian faith.” In some ways, the city of Rome was the clearest fulfillment of the “Babylon” attitude.

The concept of Babylon is greater than Revelation 17-18 and the Antichrist’s reign. Babylon was present in John’s day (typified by Rome), in our day, and throughout history, as the “world system.” But under the Antichrist, Babylon (in both its religious and commercial aspects) will hold sway over the earth as never before.

As a religious system, Babylon came into being long before Christianity, but in Satanic imitation it anticipated the coming true Messiah. According to religious history and legend, the Babylonian religion was founded by the wife of Nimrod (a great-grandson of Noah), named Semiramis. She was a high priestess of idol worship, and she gave birth to a son who she claimed was conceived miraculously. The son, named Tammuz, was considered a savior. Many ancient artifacts remain with the familiar motif of the mother Semiramis holding the savior-infant Tammuz, which predate Christianity. It was also said that Tammuz was killed by a wild beast and then miraculously brought back to life. Baal was the local, Canaanite name for the Babylonian Tammuz.

The great harlot is interpreted.

Rev. 17:7 - The angel tells John that the harlot will be explained to him.

The Catholic Review commented on this and said, “The unity of religion promoted by the Holy Father Pope John Paul II and approved by His Holiness the Dalai Lama is not a goal to be achieved immediately, but a day may come when the love and compassion which both Buddha and Christ preached so eloquently will unite the world in a common effort to save humanity from senseless destruction, and leading to toward the light in which we all believe.”

Rev.17:10 - Seven kings and kingdoms.

"There are also seven kings. Five have fallen, one is, and the other has not yet come. And when he comes, he must continue a short time."

These will make war with the Lamb, and the Lamb will overcome them, for He is Lord of lords and King of kings; and those who are with Him are called, chosen, and faithful.” Then he said to me, “The waters which you saw, where the harlot sits, are peoples, multitudes, nations, and tongues.”

Ten kings who have received no kingdom as yet: This probably alludes to a ten-nation confederation (as in the toes of the Daniel 2:24-45 image), but some take ten as a symbolic number.

“They are ten kingdoms which shall arise out of the fourth great kingdom there."

Ten European powers, which in the last time, in concert with and subjugation to the antichristian power, shall make war against Christ.

Many have seen the European Economic Community as the potential fulfillment of this. Perhaps, but now there are more than ten nations in this revived European power, and more on the way.

There is little doubt of the credentials of the EEC to claim itself a successor to the ancient Roman Empire. The EEC started in 1957, when six European nations met to talk about combining their nuclear, coal, and economic resources. They met together in Rome, and signed the treaty of Rome - the beginnings of the present EEC. In many places in Europe, the EEC flag is just as prominent as any national flag. In the spiritual dynamic of things, it’s no accident that on the back of the Eurodollar coin is a woman riding a multi-headed beast.
But it will happen, and this confederation of nations will emerge as an heir to the ancient Roman Empire.

These are of one mind, and they will give their power and authority to the beast: Whatever their exact identity, their actions are clear. They ally with the Antichrist in the war against Christ, in the battle alluded to in the sixth and seventh bowls (Revelation 16:12-21).

The harlot presides over peoples, multitudes, nations, and tongues. This tells us that the harlot’s influence is worldwide, through her connection to the beast. This will be a truly one-world religion.

The interpretation of the harlot focuses on her relation to the beast: she is utterly connected to the beast and his government. If this sounds unthinkable, remember that throughout history, religion - not true Christianity - has often been the willing servant and supporter of tyrants.

The great harlot is judged.

Rev. 17:16 - Antichrist’s allies turn on the great harlot.

"And the ten horns which you saw on the beast, these will hate the harlot, make her desolate and naked, eat her flesh and burn her with fire."

Once his power has been consolidated, the Antichrist no longer needs the help of religious Babylon. He will then work to dismantle and destroy her and her one-world religion.

This has always been the goal of tyrants - and most politicians - to use religion for their purposes, then discard it.

Rev.17:17 - God’s hand is the One ultimately directs all this.

"For God has put it into their hearts to fulfill His purpose, to be of one mind, and to give their kingdom to the beast, until the words of God are fulfilled."

God has put it into their hearts: God has directed the judgment against religious Babylon. God will sometimes use a wicked group (here, the ten kings) to be an instrument of His judgment against another wicked group (here, religious Babylon).

"To be of one mind, and to give their kingdom to the beast."

God has ordained the political support of these ten kings for the Antichrist. In doing so, God gives the world exactly what it wants: godless religion and godless rulers.

Rev. 17:18 - The great harlot is identified with Rome.

"And the woman whom you saw is that great city which reigns over the kings of the earth."

That great city: In John’s day, there was no doubt which city reigns over the kings of the earth. Rome was the political, economic, and religious center of the world in John’s day.

But Babylon - in the sense of the world system - has always been that great city which reigns over the kings of the earth. The question for Christians is, “Does it reign over me? Or am I the citizen of a better city, the Jerusalem above?” (Galatians 4:26)

Again, the association of this harlot - of religious Babylon - with Rome doesn’t mean that the Roman Catholic Church is identical to religious Babylon, though apostate Roman Catholics will definitely be a part of this great harlot.

“It is most direct in Paganism; but it is in Mohammedanism, in Papalism, in the degenerate Catholicism of the Eastern churches, and in all the heretical isms, infidelities, and mere goodishness which afflict our Protestant Christianity as well.”

Revelation 17:8 is our time, The set-up for the end of the 6th Age and the beginning of the 7th Age. All events before this time (Revelation 12 through 17) have already happened. Revelation 16:1-18 started 280 AD and finished 1960 AD.

Revelation 16:19-21 is now taking place.

Revelation 17 is speaking of things that will take place in the near future. The signs are the 7th Pope and the 10th king,
There have been 7 popes and 9 presidents of the U.S. since 1960, President Kennedy was the first.

Revelation 17:8 is speaking specifically of the 8th POPE who will be Moses reincarnated. Revelation 13:10-18 is speaking of Moses

Revelation 17 The woman is Babylon the great in other words the world empire of false religion of which Christendom is a part .
The cup is the fact that the churches get into bed with world governments and business.
Drunk with the blood of the holy one refer to the killing and precaution of those faithful to god and this son Jesus.
Verse 8 The beast that was is the league of nations which failed about to ascend is the United Nations.

I don't know the definitive answer to this question, but I will say that I have heard a number of different opinions.

When I was a child in sabbath school, we learned that the beast of Revelation was the Catholic Church (its many heads were the Cardinals, and the one head was the Pope).

The idea seems a bit laughable to be frank.

The “beast” referred to here is the same beast John earlier describes in Revelation 13.

The “beast” represents a political and social design established by the societies of humankind to satisfy the desires of human nature.

The unquenchable desire for money, materialism, and worldly comforts to satiate human lust, is what the “beast” offers the “woman.” The governments and democracies (“ten horns”) of the world (“seven heads”/continents) are set up to please those whom they govern. When a democracy reigns with power, its sole purpose is to satisfy the wants of the constituents who support it. It cares nothing for the mandates of God (“the name of blasphemy”), which would create equality by providing for the needs of all people of the earth. The purpose of the “beast” is to allow for and provide the material wants and lusts of the heart (“a woman sit upon a scarlet colored beast”).

In modern terms, the best way to describe what the “beast” promises is: “The American Dream.” Later in Revelation, John presents how this hope and dream has “overcome the saints” of God, and is the desire of the whole world.

...The gospel of Jesus Christ (“the man child delivered of the woman”) can help people against their fleshly lusts and desires (“the dragon”). But once the beast came along, “the woman” decided it was better to ride in glory rather than wander around in the “wilderness” alone. Humans have bent their hearts and souls to the gratification of their selfish desires, which perpetuate societies based on materialism, consumption, and selfishness. In v. 7, the 7 "heads" (as in, heads of state in the Roman Empire) are the 7 most hated of the emporers:

1. Caligula -- of him it was prophesied in REV 13:15 that a statue of himself would be placed in the temple to defile it and thus he (Caligula) would put todeath anyone who refused to worship the statue: "He was given power to give breath to the image of the first beast, so that it could speak and cause all who refused to worship the image to be killed".

2. Claudius

3. Nero

4. Vespatian

5. Titus

6. Domitian

Now your question: let's take that v. in pieces...

"The beast"... is Nero

"which you saw, once was" .... was the reigning hated Emporer,

"now is not"....he left Rome sometime during AD 65 and went to Greece and appeared as a singer and musician (among other things) on Greek stages to promote his "talent" which is why he "now is not"....but he was still officially the ruler of the Empire.

"...and will come up out of the Abyss".....refers to Nero coming back to Rome from Greece in AD 68. Since little was known about the East it was referred to as "the Abyss".

"...and go to his destruction"..... Nero was finally condemned to death by his own army but instead he took his own life -- June 9, 68 AD.

The "10 horns" also in v. 7 are 10 allies of Rome and are referred to in DAN 7:7, 27

The woman, of course, is pagan Rome -- NOT the Catholic Church because
1. the Church's headquaters were not in Rome at that time and
2. The Vatican even today is far across town (and across the Tiber River) from the "7 hills".

THEREFORE, all of these shows that Revelation is NOT about things still to come but as things that had happened back then with Roman persecutions of Christians and their very immediate future.....Jerusalem and the Great Temple were destroyed in AD 70. Persecutions got still worse in AD 90 when the Jewish leaders finally booted the Christians out of the synagogues and declared Christianity to be illegal. As much as Rome hated the Jews, it treated the Christians even worse because they were at that point illegal until Constantine's Edict of Milan declaring that persons of ANY faith -- Jewish, Christian, pagan, etc. could finally worship openly -- in AD 313.

Incidentally, Constantine did NOT make Christianity the religion of the entire empire....he only legalized Christianity. The "new faith" was made the religion of the Roman Empire by Theodosius II in around AD 391. “In AD 391 pagan temples were closed and all of their worships were forbidden by threat of harsh punishment.”

The Beast is supposed to be the Antichrist, a term not found anywhere in the Bible. According to Christian theology, he will fulfill a myriad of vague, unclear, highly symbolic prophecies (remind you of anyone?), bring peace to the now united world, and then be revealed to be an evil monster who is the personal incarnation of Satan himself.

Many scholars, including myself conclude John was writing of the Roman Emperor "Nero." Of course many in Christianity interpret it as being the devil, or Satan. Much of what John wrote, was OF the problems christians were having with the Roman Empire and much of what he wrote was OF his ERA in history.
