An ivory, champagne or biscuit tea length dress in something like a soft linen would be a good fit. Unless its the middle of winter and you live in Alaska. :D

I wouldn't do the cocktail.
The pencil skirt and a nice blouse would be good or you could have a summer dress with a flouncy skirt (like a Marilyn Monroe dress) that makes the moment memorable yet still be sexy and appropriate. I'm not saying the top of the dress has to be halter style--it could have a collar. It's something that you can wear anytime.

The one thing that would be important for you to consider is---will you be having photos taken of you the two of you on your special day? Think about what you would like to look like in those photos--especially years down the line.
Also, will you be having a reception afterwards or would just the two of you be going out to dinner on your own. What is the weather going to be like when you get married. Should you wear long sleeves or short sleeves. This is still an important and momentous occasion, so if it is possible for you to dress very nicely--please do.
A soft floral dress, perhaps just below the knee and heels
and a suit for the groom would certainly be nice--or a dress that is light and all one color with heels could also be very tasteful. Something that would indicate that this was a special occasion and not just a dinner date.

I like a pencil skirt and a blouse!
I am also considering a simple wedding, I think I'll go with a white sundress and a veil (not covering the face but just the top of the head (if its in the country) or a white pants suit (with out the veil, if its in the city)

First of all, buy something new (unless you really like the outfit you were wearing when proposed to) but suitable for nice occasions including anniversaries. I am bugged that those hugely expensive wedding dresses are never used again.
Having been through two of these (2 wives), I would agree with their taste. Both wore a nice suit type dress that would be proper for a nice church service, an extra nice date, or a dinner honoring them (or us) for community work. In one case we went to a nearby sky high restaurant for lunch (a tradition continued on the anniversaries) and then actually went as presenters to a formal presentation of computer software for handicapped people. In the other case, we went to a reception in a private home given by friends with a few gifts and a custom made double ring angel food cake.
Dress nice and have someone take a picture. Think perhaps of school graduation or dressing as nice as you would attending a friend's church wedding.

It's your wedding day, civil service or big church wedding you want to look nice, no matter what you will feel special.
Coctail dress will be great, probably better than a pencil skirt. Think tea length to keep things more causual. Definitely dress if you are going to be taking photos or having a party/gathering later on.

Either of those options sounds both appropriate and pretty.
If it were my wedding, I'd probably go more with the cocktail dress just because it sounds a little more formal and festive than a skirt and blouse to me.

Well, admittedly, I am naive and I know absolutely nothing. What exactly is a pencil skirt? I am beginning to understand that I've really been out of the loop for the past 26 years....and being a widower since 2004....I know....that I know...nothing.

Anything you want to wear is fine. It's completely up to you and what you're comfortable with. A blouse and a skirt, a dress, a pantsuit, jeans and a blazer, a sundress... it really depends on how formal or informal you want to make it.

Anything you want to wear. Are you having a fancy party, if so wear a cocktail dress. Less formal? Wear the skirt and blouse it is all up to you.
Even if you're not doing anything fancy you can still dress up!!
