Every time i see him soil he immediately runs under the couch after he finishes becuase he knows hes going to be punished. Hes not a bad dog and he knows im the leader of the house and respects me and all that. What should i do to make him stop the carpet is becoming really dirty all over the house.

You really need to completely clean the carpet (from his perspective) first. Any training is short circuited when he tries to replenish his own scent. If he has been doing this for awhile, you probably need a black light to get all areas throughout the house. Otherwise, I would look for a good deal on professional carpet cleaning after you've treated the known problem areas with a product like nature's miracle.

Then you can get a crate for him and teach him to enjoy being in it. He goes into the crate whenever you can't watch him but it isn't a punishment, just a training tool and it should be an enjoyable experience for him with treats, toys and a comfortable bed.

Then you can place him on a regular drink/eat/poop schedule. Take up his food and water and give them to him on a regular schedule. Then you will quickly know when he is going to go and can take him out for his walks at those times. When he goes outside, give him a treat, praise him and play with him for awhile.

The idea is to never let him pee/poop inside ever again even if that means taking him out every 2 hours. He is an adult and should catch on quickly. Right now, he probably knows that whenever pee and poop appears you get angry so he runs and hides from your anger.

Next time, place him in another room, clean up the mess completely with the cleaner. Ignore the accident and get back on schedule.

Your problem should be solved very quickly.

Never ever punish a dog as all you will do is teach the dog to fear you. It already does doesn't it? Of course you and the dog have never been to any obedience classes. You praise good behavior and correct bad behavior. To properly house train a dog you must give it plenty of opportunity to go outside and when inside you have to have the dog on a leash so you can constantly monitor it. When you catch the dog peeing in the the house you pick it up while in the act and carry it outside while it is peeing. This is something the dog does not want and it will learn very quickly not to pee in the house. Catching it even one second after it has finished peeing is too late and you cannot do anything except grumble about cleaning up the mess, but don't grumble to the dog only at the spot.

Start all over again as if he were just a puppy. Confine him to an area. Automatically and immediately take him out after he eats, wakes up from sleeping, or has been playing. If he makes a mistake in his confined area, don't hit him or rub his nose in it. This only creates fear and makes him hide. Instead give him a firm NO as soon as you catch him doing it.
(You have to catch him doing it. Finding it later after he has already done it and telling him No won't make sense to him.).
After the firm NO immediately bring him outside. If he urinates outside PRAISE, PRAISE, PRAISE.
Could he be urinating out of fear? I wonder how you punish him and "make him respect you". Also, make sure he does not have a bladder infection. If he does, he cannot help it. If he is sick and can't help it don't be mad at him. It is not his fault. Try to be patient, please. I hope this helps.

Crate train him. It is the easiest way to housebreak a dog. If you try and he still has accidents then go back to the crate again and relearn.

You don't punish dogs to housebreak them.

i also have a dachshund and i know from experience, they can be very stubborn and hard to train. mine soiled a lot too in the house and i kept after her and everytime she'd go, i'd immediately put her outside. then she eventually started going less and less and when she goes outside, i praise her. there is also sprays made to put in a spot where your dog constantly soils that's supposed to prevent them from going. i don't know if it works, but it's worth a try!
