I am thinking this is an emphatic way of saying something is false but this appeared in an article in the paper and was just a quote from someone so it is not clear.
Know the origin or what is means? Thank yoU!

Did you read it in an article about a land developer? Just curious because it is the only reference I could find. It doesn't appear on any websites or searchable books.

At least in the article I read, I think the speaker was simply trying to emphasize that the statement was "falser than false," in an attempt to sidestep the phrase, "baldfaced lie."
