It depends on where he is bleeding- from INSIDE the ear (like, from the ear canal) or from the ear "flap". If it's the ear flap, they tend to bleed like crazy. If you constantly wipe it, you are also wiping the clot away and that doesnt help. Try taking a clean cloth or paper towel, hold a little pressure over the cut, and dont let go for like 5 minutes. It should stop then.
If the bleeding is from the ear canal, then that sounds like head trauma and she should go to the vet.

If the vein that runs around the edge of the ear is nicked, it'll keep bleeding for some time. Keep something cold on it and a little pressure, for several minutes.

You can also try patting on corn starch, it works a bit like styptic powder (whichs tops bleeding if you cut a toenail too close).

But if the cat is bleeding from INSIDE the ear canal, he needs to see a vet.

Call the vet ASAP and ask for help. If there is anything that you can do to help they will know what. Also if they think your cat needs medical treatment urgently see if someone can take you. Also some vets do home visits now.

Vet, Vet, Vet! Put a cold rag on it until you can get there! Cats can lose a lot of blood in a little time!
