Cars are highly regulated. You need a license to drive, and you are tested before getting the license. You must renew the license every three years and are retested every nine. Cars that do not follow basic safety regulations (such as lights) are stopped and the owners are fined. Driving while under the influence of alcohol or drugs is illegal, and a person who does so can have his/her license suspended. Drivers must be at least 16, and many elderly people are not allowed to drive if they are not physically able to pass a vision test. All cars have to have license plates, and each sale is carefully documented. Owners of cars must have liability insurance to cover the cost of injuries or other damages caused by their cars. Cars can be used only in certain areas, and there are restrictions on how fast they can be driven, when they must stop, and when and where they can turn. Yes, taking cars off the streets would decrease the number of traffic deaths, injuries, and property damage. Restrictions on gun ownership and licensing would also decrease the number of gun-related deaths, injuries, and property damage. Why not start with restrictions on guns similar to those on cars (including the liability insurance requirement)?

Maybe consider letting a monkey drive it down the wrong side of the interstate. Make sure the monkey is drunk and/or on fire.
