Alot of these other answers are rather ignorant. Putting an animal in danger in any way is unacceptable; Especially somebody else's pet. I'm assuming you realize that, however.
Why does it bother you in particular so much? Cats roam. It is simply what they do. The outside involves all sorts of creatures. Birds and bugs probably go on your porch, as well. If there is a particular cushion they are attracted to lie on, or something like that, you may have to adjust it when you are not there so they can't lie on it. If not that I'm not sure what else you believe they are doing there that's harmful. (as a side note, there is a good chance that they are keeping mice away from your home. Mice are less likely to go where they smell cat.)

Many cats don't like citrus. I found out by accident that citronella candles repell some cats. Burn a couple for a while and blow them out. The odor of the citronella in the warm wax may be a repellant. Other citrus scented objects may work, too.

Go too the grocery store and get some lemon juice. Put it an a squirt bottle and spray it on your porch, or drizzle the juice on the edges. Lime juice works and as long as you don't feed it, it should go away!

They have sprays that will make cats stay off your porch. I don't remember what it is called but you can check your local pet store, farm supply store, or even your local vet. One of them should have it.

tell your neighbors they need to keep their cats at home.
Or call Animal Control and they can pick them up.
Most cities have leash laws and that applies to cats as well as dogs.
Cats hate water - have a water gun ready or your garden hose and give them a little shot of water.
You can train cats to stay off furniture and counters by using a squirt bottle or your kitchen sprayer. Works!

A little dish of automotive anti-freeze gets rid of most strays. Firearms are frowned upon within most city limits but you can often get by with an air gun. Garden hose. Slingshot. Brickbats. Big, hungry python. One of Mr. Vick's dogs. The list is seemingly endless.
