When I right-click on the picture I see "Send to Back", but it doesn't work. Is there another way?

Send to back/Send below only works if you have multiple pictures within the file. (you can pic which one is on top ect..)
What you are tring to do is use a picture as a background.
you can do this but you may need to use an image editot to controle the size of the image because wants its in Excel you cannot scale the picture.
Go to format>Sheet> background to put the picture "under" your excel spreadsheet.

As far as I know there is only one way to do this and it is not the best.
Format > Sheet > Background
Then you can insert a picture just like a computer wallpaper.
Other than that, it can't be done.
If you want to do it otherwise, then you'll have to send the table to another program such as powerpoint or word.

No I mean not unless she takes your phone from you or something, I mean when I was on my parents plan and text they didn't go looking into what the messages said they just knew i did. My Advice get your own plan that way you dodon'thave to worry! or put a code on your phone

It is not quite an answer: Would be nice if you could set transparency like you can do in word, but I don't know if it is possible (in excel)

Format-->colour--> set transparent colour (nr bottom of that menu)
