It sounds like you have the self timer engaged.

There were two different cameras which carried the AE-1 name, the original AE-1 and the later(updated) AE-1 Program. How the self timer is disengaged depends on the specific camera, however I'm going to surmise that you have the program model since the regular AE-1 doesn't beep that I recall.

If you look at the base of the film advance lever, you'll see three letters, "A", "L" and "S". You should also see a box like portrusion around one of these letters. This is the camera's on/off switch, and I'm going to guess that it's currently set to "S"(for self timer). If you move the box to "L"(for lock), the shutter won't fire at all. If you move it to "A", the shutter should fire normally.

If, by some chance, you don't have the program model, the letters are the same, but the location of the switch is different. It is the collar around the shutter release button. When the lever on this collar is as close to the back as it can go, the camera is set to "A". If this lever is flush with the front of the camera, the shutter is locked, while it it's all the way forward past the front of the camera, the self timer is on.

First, make sure the batteries weren't left in it to corrode and ruin it. If the battery compartment is clean, search for the Owner's Manual on ebay. Once you have the Manual you can study it and learn the camera. You may be able to find a Manual to download on the 'net.
