It would take one of two things.

1) People stop wanting drugs.

2) Drugs are made legal.

There is no other way.

The only solution I've ever read that I believed was practical, possible, and would actually work is detailed in a book called "The Phoenix Solution" by Vincent Bugliosi. If you can find it in print, it is endlessly facinating. Bugliosi frequently speaks on the subject and debates with people who disagree and just want to legalize and tax drugs as a solution.

The solutions is of course economic. Economic laws can't be broken. The solution involves strict government control of International Wire/Money transfers and the United States issuing two kinds of currency. One currency could only be spent inside the United States and one kind would only have value outside the United States.

The way he laid out the argument and the economics of it, the drug kingpins could not operate as they do now because their profits would be valueless. Without the profit, there's no reason to be in business in the United States. The problem would then move to other places who did not use this method.

It's quite brilliant and possible. Getting a leader to make it happen? That's the problem. The drug trafficking problem is a hard decision away from being solved. I suppose that means it won't happen.

I hope the questioner and the various people answering this question will check out Bugliosi's ideas. A solution is out there.

A) He does support closing the border. It's on his website. B) He does not support Amnesty or letting illegals get to the head of the line. Go to his website. C) NAFTA - except for a few union clown the average itelligent person realizes that solving illegal immigration also shares a common interest with our dependence on China. More jobs on the border means more jobs for Americans in border states and Mexicans. D) Since his proposal would not go into effect for people over 53 years od at this time then how could you possibly say he is cutting benefits for current retirees? You know you are telling lies on this one so go ahead and have your fun while you destroy the future for our kids,.

No one knows! It's not going to happen. I've said for years that the so-called "War on Drugs" is as useless as the "War on Terror." Both drugs and terror are going to be around so long as there are people on this earth. People have been using drugs since people found them. Terror is a product of inequality, which isn't likely to be resolved anytime soon. These problems are not something that we should be declaring "War" on. It is simply unwinnable.
In my opinion, there are problems for which there is no solution. These are two of them. Challenge me, if you can, and tell me how we can win either war. I think that we should fight drug use, to a point, and terrorism, but we are not going to defeat either, and we need to resovle that.

Every time narcotics are seized, cut them with strychnine (or a similar agent) and put them back out on the street.

When that kilo of pure coke is stepped on enough times and the grams are shot/snorted and 1,000 people drop on the spot, others may think twice...

That would be a good question for homeland security. I am sure they have a take and responsibility for it as it directly affects our lives and the lives of our children on a daily basis. Homeland security would be the ones to ask, hahahahahahah
