After you have drawn the circle, right-click on it and select "Format Autoshape". Then, under the 'fill' section of the colors and lines tab, under the drop down menu for colors select "No Fill".
This will leave just the outline of the circle behind!

Are you using Paint to draw the circle on the picture? If so, make sure you have the transparent background option picked also. In the toolbar on the left, underneath the square, ellipse, rectangle tools you should see three options for the backgrounds. The first of the three is the transparent option. The second one whites out what you highlight and the third option blacks out what you draw around. Hope this helps. You can use the color bar at the top of paint to pick the color of the circle you want to draw also.

I would also add:
Click the Layout tab, and choose "In front of text" as the wrapping style. Click OK
Drag the circle and resize as necessary.

One way would be to add the circle in a different program (do you have photoshop or another photo editing that allows you to manipulate images?), save the image, and then add the manipulated image to Microsoft word.

When creating the circle outline, do so as you are doing right now. when in position, right click on it and go to auto shape properties. in color and lines tab, click on fill color, and change it from white to "no fill". this should do the trick

I would paste the image into MS Paint, add the circle, save as a JPEG and add that to the document. You may then resize the image in your Word document as needed.

Double click the circle which goes into the circle properties. In the "Fill" section, drop down the "Color" field and choose "no color".
