Because she would fail with flying colors. She agreed to take it a long time ago but so far she has never even attempted to pretend like she is interested in it. She knows that it would destroy her reputation and she would have a much harder time scamming people with her "services".
A test for a psychic is easy. The psychic claims to be able to tell the future. Track the claims of the psychic and see how many of the predictions come true. Do not allow ambigous predictions or predictions that are guaranteed to be true at some point and do not allow predictions that cannot be satisfied within a limited timespan. If the psychic says that in a thousand years there will be an earthquake in France, then that is no good because the test will be long forgotten by then.
Sylvia Browne also claims to be able to do readings of people. If she can do that, then she should be able to read 20 people and have a statistically significant amount of correct readings from those 20 people.
Finally, she needs to be able to show that she has powers that cannot be duplicated thru normal means. Many stage magicians can do these readings of people without having to have any powers. They just know how to read people and how to manipulate them. That is the biggest claim against psychics. They are just using the tricks of magicians and claiming they have special powers.

because A- she is not the best example of mediums ... I wouldnt call anyone a liar , but lets just leave it at that
and B - I dont know any medium worth their salt that would take that test now , since so many good mediums have been ignored or have had the goal posts moved on them by Randi himself
