It depends. That is like saying your car isn't running, how do you fix it. There are a million possible problems and ways to fix it. If you have a multimeter and know how to use it, you should be able to find out if the panels are putting out any power. If the panels are putting out DC power OK, the problem could be in parts of the system other than the panels themselves, like the inverter, that changes the DC power form the panels into AC for your house. It is really too complicated for a short answer, beyond checking the power at the first connection closest to the panels.

First of all, I think any big project requires a professional to explain things to you. If money is short, then you can contact a specialsit at your local university or county cooperative extension. Your city may have a special department just for Solar Power. Do your homework and you can save some money. On the other hand, if you are a tinkerer, then search on the web for old Mother Earth magazines which have this topic, Scientific America, Popular Mechanics,

If they are old, there probably hot water panels, feeding into your domestic hot water system, or possibly used for radiant floor heating.
They could be hooked up again. First thing is find out if they have any water leaks. Fill them up!
