Humans may care about having good breath, but it is perfectly normal for animals to have bad breath. Annual care is usually all that's required (a good vet always checks animals' teeth).
Soft foods usually make it worse. "People" food can be bad, too (and not just for bad breath). There are plenty of hard foods and treats that a tiny dog can handle. A rawhide bone helps clean teeth and builds strong gums. Of course, your pet has the final say about what it likes!
BTW, most vets have to knock-out the pet in order to clean its teeth, so I don't think you want to do that every time you think your dog has bad breath! Your dog won't be too thrilled about it, either!
P.S. It is spelled "Chihuahua". Don't you know that you can't own the breed unless you can spell it, correctly? ;)
Here's an easy way to remember it:
It's one "chi" (you already got that part!)
followed by two "hua"s! (nothing to laugh about!)

I have never found anything to really treat this. I have multiple dogs. Our cocker had really bad breath. We tried giving liquid chlorophyll on his food with milk, and different products for dog breath from the pet store. Just make sure that your dog's teeth and gums are in good health. Dogs need to go to the vet every year or so for a dental exam. This not only helps with bad breath, but the bacteria from gum disease can cause heart problems, so it's important to take care of.

First of all you have to get your dog checked. It may have some dental problems that need repair. If it is indeed a medical problem there are no treats or mints that can help.
If its teeth are fine and its in good health, then its just a matter of hygiene, brush your dogs teeth regularly and give them hard chewable treats that will help scrape any residue dog food gunk off their teeth. Dogs need bones, but get good clean bones.

bad breath either means you just plain do not like doggy breath or because of poor dental hygene and your dogs teeth are rotting. The best thing you can do is brush atleast once a week and concentrate on the back teeth. You can also get them cleaned ant the vet but it costs alot. Make sure you use a dog toothpaste because flouride is bad for them. I know knuckle bones help clean their back teeth, but they are usually tice the size of your small dogs head and im not sure if you can get smaller ones or not.
the brreath fresheners dont do anything. they are like tic tacs, they only work for aslong as they are in your mouth.
you can try things like greenies and dentabones but they are mostly only useful for the front teeth.
Avoid wet foods too because they tend to stick to the teeth and help them rot.

I use to give my dog Breath Busters, but they only worked for a couple hours. So I tried the liquid you mix with there water and that wasn't any better. I know have started brushing my dog's teeth everyother day and it works great! Give it a try, you might have to try a couple different kinds of things before one works perfect!

A trip to the vet for a dental cleaning. All dogs need them periodically, especially small dogs which are even more prone to gum disease, which causes the smell.
