The council licensing authority will be able to tell you. Check their website and you can get a phone number - they don't even ask why you want to know.
Apparently, they don't actually have to have a name plate above the door any more either!

The Board of Selectmen or the City Clerks office should have that information on file. Establishments such as bars and pubs are licensed by the local board. You should be able to provide the Clerk the name of the establishment and the address. They should be able to check who the licensee is from that info. You may have to pay a fee for a public record.

In the U.S., licenses must be on public display on a wall behind the bar. This license has the licensees name on it.

Ring 'em up and ask 'em. If they're iffy about telling you, contact your local licensing department, who will be interested to hear that, as all licensed premises are required to tell the public who holds the licence.
