It is wrong to breed a dog for a quick buck. This is known as a backyard breeder. Unless your dog is of show quality, has been breed for all that breeds illness out, and you have educated your self on breeding let's not do it, get the dog neutered and call it a day. Too many pugs in rescues so let's not add to the problem but stop it.

Either way, you are breeding for the wrong reasons, which is considered irresponsible. Don't get me wrong, I know you want the best for your daughter and going to college. But I had nothing and was able to go to college. Try and rethink this a bit, please. The only reason to breed a dog is to better the breed. This is the only reason!! There are many other options out there to ensure your daughters college funds. Think of the health of the dog as well as your future.

If you get another pug? Most the time studs for payment , get pick of the litter.
If he plans on breeding the dog, then I guess you daughter really didn't get a dog for her birthday, sounds like he just agreed to get something out of it. You have your own plans for the dog as well.
So why don't you just say you both bought a dog for $500 to breed it, and you both want to make money from the dog. Who should the money go to? All proceeds should be split in half, half his , half yours.

I don't think it is fair to an animal to use it's reproductive system to make money. It really isn't right.
You don't make money off of stud fees anyway. I know plenty of people who have nice champion finished males that get used for stud only once in a while.
If the dog isn't a good representation of the breed it shouldn't be bred.
Males will mark in the house and may also run away from home.
They will try to get to female dogs in heat anyway they can.
If there is a female dog in heat in the house or in the neighborhood the dog may whine, bark, howl, stop eating, and try to get to the female in heat.

Do you have written proof you put in half? If you do, get it in writing again that for every litter that dog provides, the total of puppies will be counted, priced and see how much the litter is worth. Then, deduct the stud fee if there is one, unless you helped pay that too, then divide that number among the puppies to get a price per puppy. You get half, of whatever that price is per puppy.
Whatever you do with the money per puppy is you and your daughters choice. But since he personally put half into it too, I don't think anyone should determine where his half per puppy goes too. At least it's a way to fairly get everyone some money out of this investment.

It's your daughter's dog now. Your husband sounds like an Indian giver. But more importantly - dogs shouldn't be used as investments or as college funds.
Get the dog neutered and don't worry about it. It's better for his health, anyways. And chances are your daughter doesn't care about making money off the dog - she probably just loves having him as a pet.

Who is taking the dog to the shows and financing entry fees?
WHo is going to pay for the thousands of dollars in test to breed. Who is going to be the one cleaning up puppy poo from each and every puppy 18 times a day.
That 250 is nothing. Tell him to write it off and keep opening his wallet so she can breed.
Might as well pay for college you barely break even breeding.

the dog was bought as a gift for your daughter. Its HER dog! If he couldnt have afforded the $250 to help buy the gift, he shouldnt have done it.
If he still wants to argue about it.. get the dog fixed. Solves that problem. There isnt much profit in studding out your male unless he's a finished show CH with excellent lines anyways.

I think you should get the dog neutered and end the discussion. There are several health issues to consider. You should ask the vet about the types of possible cancers you can rid your dog of when he is neutered. Do you really want to be branded as a "puppy pimp"?

Best option is to not breeed the dog at all. You will probably not resolve the issue without a lot of controversy and anger. Let it go.
